Sec • 19. 2005 11 :24AM CA DEPARTMENT OF TRANSPORTATION <br /> IVU 4LIU r v <br /> Ms. Allen <br /> September 19, 2005 <br /> Page 2 <br /> • A traffic impact study (TIS) is necessary to determine this proposed project's near- <br /> term and long-term impacts to State facilities—both existing and proposed— and to <br /> propose appropriate mitigation measures. The study should be prepared in accordance <br /> with the Caltrans Guide for the Preparation of Trak Impact Studies, dated <br /> December 2002 (Guide). The Guide is available online at the following web address: <br /> http://www.dot.ca.gov/hq/tpp/Planning—tools/tools.htm. Minimum contents of the TIS <br /> are listed in Appendix "A" of the TIS guide. All State owned signalized intersections <br /> affected by this project should be analyzed using the intersecting lane vehicle (ILV) <br /> procedure from the Department's Highway Design Manual,Topic 406,page 400-21. <br /> • The Department requires level of service (LOS) "C" or better at State owned facilities, <br /> including intersections (see Appendix "C-3" of the TIS guide). If an intersection is <br /> currently below LOS "C," any increase in delay from project-generated traffic must be <br /> analyzed and mitigated. The LOS for operating State highway facilities is based upon <br /> treasures of effectiveness (MOE) (sec Appendix "C-2" of the Guide). If an existing <br /> State highway facility is operating at less than this target LOS, the existing MOE <br /> should be maintained. <br /> • The Department recommends that the Lead Agency encourage the developer to submit <br /> a scope of work for conducting the TIS prior to circulating the local development <br /> application for comment in order to expedite the Department's review. This will <br /> insure that the TIS submitted follows the Department's guidelines as stated in the <br /> Caltrans Guide for the Preparation of Trak Impact Studies, dated December 2002 <br /> (TIS guide). The TIS guide is available online at the following web address: <br /> http://www.dot.ca.gov/hq/tpp/planning_tools/tools,htin, <br /> • This proposed development may not create a major impact on SR-4 when considered <br /> by itself. However, when combined with the cumulative impacts of other existing and <br /> proposed development in this area,the resulting traffic will contribute to the <br /> significant congestion forecasted to the SR-4 mainline and at the 4 intersection of SR- <br /> 4/ Walker Lane Road. Therefore, the Department recommends the collection of <br /> impact fees on a "Fair Share" basis for future improvements to these facilities. <br /> "Callraas improv<s mobility&cross California" <br />
