INTRODUCTION <br /> Mr. Robert Pombo is creating a second parcel from property he owns at 3100 West M7Subsurface <br /> near Tracy,CA. According to the San Joaquin County Development Title, a Surface <br /> Contamination Report(SSCR)must be conducted prior to the time of Tentative Map submittal. The <br /> purpose of this report was to investigate the subject property for real or potential environmental <br /> contamination and report the findings to the Client and the San Joaquin County Environmental <br /> Health Department. This report complies with the San Joaquin County Ordinance, specifically 9- <br /> 905.12(a)for a"Surface and Subsurface Contamination Report." <br /> In addition,the report addresses and evaluates non-point sources of hazardous materials,and also <br /> potential point sources. Non-point sources of hazardous materials include agricultural chemical <br /> residues, high concentration of nitrate laden aroundwater and other contaminants which may have <br /> originated from a wide area. Point sources investigated include fuel storage tanitS, se0tic systems_ <br /> and/or chemical storgZg aC=, <br /> No chemical analysis was conducted for this investigation,nor was there an inspection of the existing <br /> residential structure for asbestos containing materials(AGMs). Since the Pombo's home was built in <br /> 1991, ACMs should not be a concern. An analysis of the domestic well serving the house on <br /> proposed Parcel "I" will be tested for nitrates and the agrichemical dibromochlorpropane(DBCP)for <br /> the Soil Suitability Study. A Soil Suitability Study is also required for this project by the San <br /> Joaquin County Environmental Health Department. <br /> SITE DESCRIPTION <br /> As illustrated on the attached Tentative Map,the "Designated Remainder" (Remainder Parcel) <br /> consists of an irregular-shaped rectangular property, flat 35.5 acre parcel that is currently planted in <br /> pasture grasses. Parcel "1" is elevated by approximately 15 feet from the elevation of the Designated <br /> Remainder, and is to consist of 10.00 acres. Import soil that could have been potentially <br /> contaminated was not imported to build the house pad. Soil from the surrounding acreage was <br /> undercut and transported to build up the house pad. The house pad contains only the Pombo's single <br /> family home. An on-site domestic well and septic system serves this house. There have never been <br /> any problems with the septic system under normal conditions. Storm drainage is existing natural <br /> drainage,primarily toward the Remainder Parcel and to the west,toward Interstate 5 where there is <br /> an unlined drainage ditch. The property is subject to the 100-vear flood,which was experienced in <br /> 1997. Obvious impact to the on-site septic system and well occurred from this flood. <br /> The site is bordered to the north, south,east and west by Interstate 5, agricultural production land, <br /> and oral, extremely low density single family housing (ranchettes). The subject property is currently <br /> zoned Al culture40 and will remain so. There are no easements traversing proposed Parcel "I" and <br /> the subject property is in the Williamson Act. <br /> Page 4- <br /> Va&y Ag Research <br />
