The Board has notified the discharger and interested agencies and persons of its intent to prescribe waste discharge require- ments for this proposed discharge. 11. The Board in a public meeting heard and considered all comments Pertaining to the discharge. IT IS HEREBY ORDERED, Teichert Construction, Frewert Road Class III Solid Waste Disposal Site, and the property owner shall comply with the following; A. Discharge Specifications 1. The treatment or disposal of waste shall not cause pol- lution, or a nuisance. 2. Waste materials shall be confined to the designated dis- posal area shown on Attachment A. 3. The erosion of deposited waste materials from the disposal area shall be prevented. 4. waste materials deposited at this site shall be limited to Group 3 wastes. Wood and metal materials mixed with the Group 3 wastes shall not constitute greater than 10 percent by volume of incoming waste loads. 5. No Group 1 or Group 2 wastes shall be deposited at this site. k 6. The discharger shall remove and relocate, at a site approved by the Board, any wastes which are discharged at this site in violation of these requirements. - B. Provisions 1 . Teichert Construction shall maintain a copy of this order at the site so as to be available at all times to site operating personnel . .. 2. In accordance with Section 13267 of the Water Code, the discharger shall furnish, under penalty of perjury, tech- nical reports; such report shall be submitted in accordance with specifications, prepared by this Board' s Executive - Officer, which specifications are subject to periodic re- visions as may be warranted. 3. The discharger shall file with this Board a report of any material change or proposed change in the character, loca- tion or quantity of this waste discharge. For the pur- 2 -
