N C O R P O RAT 'c D GEOTECHNICAL AND ENvlRONME.NTAL CONSULTANTS MATERIALS TILSTTNG Project No. 6008.5,001.02 September 12, 2003 Mr. Tom Kollen Richland Communities, Inc. 2220 Douglas Boulevard; Suite 290 Roseville, CA 95661 Subject: Lawrence &Award Property Lathrop, California LIMITED FILL ASSESSMENT Dear Mr. Kollen: ENGEO Incorporated (ENGEO) prepared this letter to describe information collected from our Observation of twenty test pits that were excavated within a landfilled arca within the Lawrence and Award Property (Property) located in Lathrop, California. ENGEO recently completed a Phase One Environmental Site Assessment (Phase One) of the Property that identified documentation of a Class Ul landfill known as the Frewert Road Class III Disposal Site (Landfill). The Landfill is reported to have been located in the southwestem area of the Property adjacent to the San Joaquin River. Records reviewed during the Phase One indicated that the Landfill occupied a very limited area (approximately 5 acres) and received construction and demolition debris frorn a n:arby Teichert Construction Companyproject. The purpose of this evaluation was to explore, using backhoe trenches, the repotted landfill location and gather information that might verify the landfill location, allow for estimation of the quantity of material placed in the landfill, the character of buried material, the depth of landfill and the proximity of land£lled material to shallow groundwater. The scope of wont included the excavation and logging of twenty exploratory test pits across the southwestern area of the Property(Figure 1) and preparation of this report with our findings and conclusions. The field work was conducted on September 10, 2003. Twenty test pits (TP-1 through TP-20) were excavated at the site using a rubber-tired backhoe and logged by an ENGEO geologist.
