The property is not within the City limits but is within our <br /> Sphere of Influence. <br /> This proposal raises a number of concerns that need to be addressed prior to the application <br /> being considered for approval as follows: <br /> 1. Water-The City of Lathrop will not provide water service to this site as it is outside the <br /> City limits. For a development this size,an on-site well would not be desirable. <br /> 2. Sewer-The City of Lathrop is not aware of sewer being available for this area and the <br /> City has no plans to provide sewer capacity in the area. This needs to be addressed prior <br /> to this proposal being considered by the County. <br /> 3. California Environmental Quality Act (CEQA)-This project will not be exempt from <br /> CEQA. Because of the magnitude of the proposal and the issues that will be raised, a full <br /> Environmental Impact Report (EIR) should be prepared. One of the significant I <br /> environmental impacts will be traffic. This facility will generate a substantial amount of <br /> truck and automobile traffic. A complete traffic analysis for access to and from the site <br /> as well as on-site circulation will have to be prepared. This needs to include cumulative <br /> traffic impacts from future development of the adjacent area as well as traffic generation <br /> from the approved Specific Plans in Lathrop, especially Central Lathrop Specific Plan. <br /> We have received two other referrals from the County (PA-0700441- (SA) and PA <br /> 0700439 (SA) that will involve trucks and heavy equipment sales, maintenance and <br /> storage adding substantial amounts of truck traffic on Manthey Road, the Manthey Road <br /> and Roth Road intersection, and the Roth Road/Interstate 5 interchange. The traffic <br /> generation of these two projects needs to be analyzed in the EIR. Other areas of <br />
