San Joaquin Valley
Air Pollution Control District o,F11ED
MAR 13 2001
March 8, 2001 CommU11V Development pep,
Jeff Fisher
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: SA-01-17 (Mini Storage)
Dear Mr. Fisher:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
proposed project. Based on the information provided, it appears that this project will have a
less-than-significant impact on the ambient air quality. However, the construction phase of this
project can generate emissions from the movement of soil, use of heavy equipment, bulk
materials handling, asphalt paving and other related activities. As a result, this project is subject
to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to
reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from man-
made sources. The attached Synopsis highlights many of the requirements contained within
Regulation VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful compliance
aid in the field and office alike.
Additionally, if the project site contains any buildings needing demolition the applicant will need
to be in compliance with the National Emission Standards for Hazardous Air pollutants
(NESHAPS). Specifically, the primary air pollutant of concern is asbestos. To ascertain
whether this project is subject to NESHAPS, the project applicant is advised to review the
enclosed Asbestos — Compliance Assistance Bulletin, dated December 1994. Ron Giannone is
the Northern Region's District contact for the program and is available should you need further
assistance.
Thank you for the opportunity to comment. If you have any questions, please feel free to
contact me at (209) 557-6400.
FSi cer
ohn Cadrett
Environmental Planner APCD REF#20010048
Northern Region
