San Joaquin Valley <br /> Air Pollution Control District <br /> September 18, 2001 <br /> Sep �. <br /> Jennifer Jolley w"'r0u%r, 2 0 2001 <br /> San Joaquin County <br /> Community Development Department "'Ci„tet <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: GP-01-13 & ZR-01-09 <br /> Dear Ms Jolley: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> While the proposed rezoning application would not directly impact air quality, these <br /> actions would eventually lead to the development of the project site with industrial uses. <br /> The entire San Joaquin Valley is nonattainment for ozone and fine particulate matter <br /> (PM-10). This project would contribute to the overall degradation of air qulaity through <br /> the following actions: increases in traffic, operation of landscape maintenance <br /> equipment, and space and water heating if gas fired appliances are used. Although <br /> development of this project site alone would not generate significant air emissions, the <br /> increase in emissions from this development, and others like it, would cumulatively <br /> reduce the air quality in the San Joaquin Valley. Thus, the project would make it more <br /> difficult to meet mandated emission reductions and air quality standards. Therefore, a <br /> concerted effort should be make to reduce project-related emission, as outline below. <br /> The construction phase of this project can generate emissions from the movement of <br /> soil, use of heavy equipment, bulk materials handling, asphalt paving and other related <br /> activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust <br /> David L.
