The purpose of Regulation VIII is to reduce the amount of fine particulate <br /> matter (PM-10) entrained into the ambient air from man-made sources. The attached <br /> Synopsis highlights many of the requirements contained within Regulation VIII. The <br /> Synopsis is not meant to be all- inclusive, but it can be a useful compliance aid in the <br /> field and office alike. <br /> There are a number of mitigation measures that can be incorporated into the design of <br /> this project to reduce the overall level of emissions. (Note: Some of the mitigation <br /> measures may already exist as county development standards. All other measures <br /> should be implemented to the fullest extent possible.) <br /> ♦ Provide bicycle parking facilities for patrons and employees. Employee bicycles <br /> parking should be enclosed or in a covered secure area. <br /> ♦ Exits onto adjoining streets should be carefully designed to reduce time required to <br /> re-enter traffic from the project site. <br /> ♦ Planting of deciduous trees on the south and westerly facing sides of buildings. <br /> ♦ Provide low nitrogen oxide (NOx) emitting and/or high efficiency water heaters. <br /> ♦ If transit service is available to the project site, improvements should be made to <br /> encourage residents to use it. If transit service is not currently available, but is <br /> planned for the future, appropriate easements should be reserved to provide for <br /> future improvements such as bus turnouts, loading areas, and shelters. <br /> ♦ Sidewalks and bikepaths should be installed throughout as much of the project as <br /> possible and should be connected to any nearby open space areas, parks, schools, <br /> commercial areas, etc. <br /> If the project site contains any buildings needing demolition or renovation the applicant <br /> will need to be in compliance with the National Emission Standards for Hazardous Air <br /> pollutants (NESHAPS). Specifically, the primary air pollutant of concern is asbestos. <br /> To ascertain whether this project is subject to NESHAPS, the project applicant is <br /> advised to review the enclosed Asbestos — Compliance Assistance Bulletin, dated <br /> December 1994.
