Victory Gardens <br /> Community Narrative <br /> Victory Gardens, a proposed 49-unit affordable housing development exclusively for homeless Veterans <br /> sited in French Camp, CA would be adjacent to the San Joaquin County Hospital, the Veteran's Stockton <br /> Clinic, and the proposed VA Community-Based Outpatient Clinic(CBOC)and the Community Living <br /> Center(CLC)to be built on a 52-acres land just north of the San Joaquin General Hospital. <br /> Victory Gardens proposes the use of U.S. Department of Housing and Urban Development's Veterans <br /> Affairs Supportive Housing Program (HUD-VASH)to provide rental assistance for anticipated homeless <br /> veterans and their families, competitively awarded VHHP (Veterans Housing and Homelessness <br /> Prevention Program) funding from the California Department of Housing and Community Development <br /> in addition to 9%LIHTC(Low Income Housing Tax Credits which are awarded twice annually from the <br /> California Tax Credit Allocation Committee. (CTCAC). <br /> Victory Gardens is proposed to be constructed on approximately 4-acres of land ground leased to the <br /> non-profit developer as additional local leverage to the proposed project. In addition to the deeply <br /> affordable income-based rents, wrap-around supportive services including a community center,offices <br /> for supportive services management offices, case management, and service coordination will be made <br /> available to our deserving veterans and their families. <br /> Victory Gardens is within the San Joaquin County design guidelines and The County Standards for <br /> parking requires 1.5 parking stalls for each residential unit, 12 parking stalls for the Community Center. <br /> The total required stalls are 103 stalls.The current design has a total of 110 stalls which include 14 <br /> accessible parking stalls.Victory Gardens will also include open space and stormwater quality control <br /> onsite by utilizing both bioretention and infiltration basins. <br /> I I P a g e <br />
