Victory Gardens <br /> Environmental Questions Attachment <br /> Water, Drainage and Flooding: <br /> Describe and potential effect the proposed Text Amendment could have on ground, or surface water, <br /> water coursed, flooding or storm drainage: <br /> • Ground Water: No affects to the ground water based on proposed design since domestic water <br /> will be provided through the normal conveyance of domestic water source through the City of <br /> Stockton. <br /> • Surface Water: No affects to the surface water since domestic water is being provided from the <br /> City of Stockton's water source. <br /> • Water Coursed:No affects to any surround water coursed near or through the property due to <br /> project related improvements.This property is a vacant parcel adjacent to existing improved <br /> land (migrant center to the west,Veteran's Clinic to the east and the San Joaquin County <br /> General Hospital to the north. Existing farm land is on the south side of Mathews Road. <br /> • Flooding:The project is located within the flood emergency protection of Reclamation District <br /> 17 (RD 17). RD 17 is currently certified by the Federal Management Agency(FEMA) as providing <br /> 100-year flood protection (0.01%chance per year), and is responsible for the operation and <br /> maintenance of a levee system that protects the residence, businesses and public facilities such <br /> as: <br /> o Weston Ranch—City of Stockton <br /> o FrenchCamp-Township <br /> o San Joaquin General Hospital <br /> • VA Clinic <br /> • Migrant Centers <br /> • Artesi II <br /> • Artesi III <br /> • Juvenile Justice Center <br /> • County Jail <br /> • Mary Graham Children's Shelter <br /> o Sharpe Army Depot <br /> o City of Lathrop <br /> o City of Manteca <br /> o Interstate 5 Corridor <br /> o Union Pacific Railroad <br /> Thus,there are no current flood-related restrictions on development-insured mortgages based <br /> on FEMA's Flood Insurance Rate Map(see attached map). However, RD 17 levees do not satisfy <br /> California's urban levee design criteria (ULDC)to provide 200-year protection as required by <br /> California Senate Bill (SB) 5 (see attached map). RD 17 is on time and within budget for the <br /> completion of levee upgrades that will provide 200-year flood projection for the surrounding <br /> areas by the end of 2021. <br /> 1 1 P a g e <br />
