Victory Gardens <br /> Environmental Questions Attachment <br /> • None is seen since residential use is already allowable in the two Migrant Centers located on the <br /> property. Additionally, the Veterans to be housed are expected to need care from the existing <br /> VA Clinic and the proposed larger VA Clinic as well as the County Hospital. <br /> Air Quality: <br /> Describe air pollutants that may result from the Text Amendment(e.g.,vehicle trips per day, fire places, <br /> incinerators, etc.): <br /> • Earth Work: During initial clearing of the site and grading operations particulates can be <br /> generated that can have a short-term impact to the air quality. Contractors during this type of <br /> construction operations are required to use water trucks in order to reduce dust. <br /> • Fireplaces:The design of the individual units are planned not to have individual fireplaces.The <br /> Community rooms and buildings may have a fireplace but will only be designed to burn natural <br /> gas as means to provide a flame. Woodburning fireplaces and fire pits will not be constructed to <br /> burn natural wood. <br /> • Increased Vehicles:The current design is for 49-units for tenant's that are singles and couples <br /> that are low to very low income that we expect to have approximately on average one (1) <br /> vehicle per dwelling unit. Other additional trips might be seen by additional delivery trucks to <br /> the sight.This would be probably a bi-weekly to once a month delivery of various items for the <br /> community. <br /> • Incinerators&Other Sources: Based on California Air Quality Control No other items at this time <br /> are expected to generate pollutants that can affect air quality.The San Joaquin Valley Air <br /> Pollution Control District(SJVAPCD) website states, "Federal and state laws require emission <br /> control measures in areas where air pollution exceeds standards.The San Joaquin Valley is one <br /> of these areas."The design and construction of Victory Gardens will strive to meet the <br /> SJVAPCD's measures and install appliances that air pollution guidelines. <br /> Other: <br /> Describe any potential effect on historic or archaeologic resources(e.g. cemeteries or structures): <br /> • Cemeteries:There is a cemetery that is located approximately 510-feet to the west/southwest <br /> and on the south side of Mathews Road from the proposed project.This cemetery is known as <br /> the Chinese Cemetery and is not impacting the proposed project site. <br /> • Structures:The project site is clear of any buildings and other structures. It is vacant and <br /> appears to have always been vacant,therefore the property appears to effect any historic or <br /> archaeologic resources. <br /> Describe any potential for increasing noise,vibration,glare or odor: <br /> • Potential Increase:There appears to be no impact outside of the temporary construction <br /> activities of the project that will generate an increase in noise,vibration,glare and odor. <br /> 31 Page <br />
