Victory Gardens <br /> Environmental Questions Attachment <br /> • Storm Drainage:The project has taken into consideration areas for stormwater <br /> collection/retention and treatment by utilizing bioswales, retention facilities, and any other <br /> County approved stormwater quality plan. <br /> Transportation: <br /> Describe the potential effect the proposed Text Amendment could have on existing transportation <br /> facilities or demand for additional facilities: <br /> • Project Location:The current project is near the Interstate 5/Mathews Road off and on ramps. <br /> Mathews Road is a major rural connector to the eastern half of the agricultural farm land of the <br /> San Joaquin River Delta via its connection to Howard Road. Manthey Road is approximately <br /> 950-feet to the east and S.Wolfe Road is approximately 5,200-feet to the west of the project. <br /> Both streets east and west of the property connects our project to the Master Planned <br /> Development of Weston Ranch which includes housing, library, schools, and commercial <br /> properties. <br /> • Increase Demand:The 49-unit facility that will house Homeless Veterans should have minimal <br /> effect on the existing transportation.Additional bus routs may need to be altered to provide <br /> additional hours for trips to and from the Downtown Transit Center(DTC). <br /> • Mass Transit: San Joaquin Rapid Transit District provides bus stops for three locations from 400- <br /> feet to 600-feet of the property connecting the tenants an approximate 20-minute ride to the <br /> Downtown Transit Center which will connect you to multiple destinations within the County of <br /> San Joaquin. <br /> o Weekly Route 510: County Hospital to DTC(see attached) <br /> o Weekend Rout 710: County Hospital to DTC (see attached) <br /> Land Use: <br /> Describe the potential for losing agricultural land as a result of the Text Amendment: <br /> • Current Zoning:The current properties within the existing Public Facility (PF) zone for the San <br /> Joaquin General Hospital consist of some areas located at the northern and northwestern area <br /> of the property is currently being used for agricultural use, although the PF zoning does not <br /> include agricultural use. <br /> • Current Land Use: Based on aerial observation using Google Earth the existing land use is vacant. <br /> • SJ County Farmland Mapping and Monitoring Program (FMMP): Based on the map overlay the <br /> current zone is Prime Farmland/Farmland of Statewide Importance (see attached).The issue is <br /> that the property is surround by Urban and Built-Up Land as well as Rural Residential Land. The <br /> designation does not fit with the current land use. <br /> Describe any potential land use conflicts that could result from the Text Amendment: <br /> 21 Page <br />
