San Joaquin Valley Z <br /> AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING' <br /> October 30, 2014 <br /> Stephanie Stowers <br /> County of San Joaquin <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: Application No. PA-1400203 (SA) for Oldcastle Precast, Inc. <br /> District CEQA Reference No: 20140843 <br /> Dear Ms. Stowers- <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above consisting of the expansion of an existing concrete <br /> manufacturing facility in three phases over five years. Phase 1 is the construction of a <br /> 6,000 square foot office, a new parking area, and a new entrance on Mariposa Road. <br /> Phase 2, with building permits to be issued within three years, includes the construction <br /> of a 24,000 square foot production building and an 8,750 square foot steel fabrication <br /> building. Phase 3, with building permits to be issued within 5 years, includes the <br /> construction of a 12,000 square foot production building and a 2,500 square foot <br /> maintenance building. The facility is located on the west side of Mariposa Road, at the <br /> corner of Stagecoach Road, Stockton, CA. (APNs: 179-550-07 and -18) The District <br /> offers the following comments: <br /> 1 . Based on information provided to the District, project specific emissions of criteria <br /> pollutants are not expected to exceed District significance thresholds of 10 tons/year <br /> NOX, 10 ton/year ROG, and 15 tons/year PM-10. Therefore, the District concludes <br /> that project specific criteria pollutant emissions would have no significant adverse <br /> impact on air quality. <br /> 2. The proposed project is subject to District Rule 2010 (Permits Required) and Rule <br /> 2201 (New and Modified Stationary Source Review).
