Disn ict CEQA Reference No: 2014084 Page 2 of 2
Authority to Construct permit application. To obtain information about District permit
requirements, the District recommends the applicant contact the District's Small
Business Assistance (SBA) Office at (209) 557-6446.
In addition, please note that starting construction before receiving an ATC may result
in a violation of District regulations and be subject to enforcement action.
3. Pursuant to Section 4.3 of District Rule 9510 (Indirect Source Review) projects
whose primary functions are subject to District Rules 2010 and 2201 are exempted
from the requirements of District Rule 9510. Therefore, the District concludes that
the proposed project is not subject to District Rule 9510.
4. The District recommends an assessment of the potential project related health
impacts be performed to determine if the emissions of Toxic Air Contaminants
(TACs) will pose a significant health risk to nearby residents/workplace.
5. The proposed project may be subject to District Rules and Regulations, including:
Regulation VIII (Fugitive PM10 Prohibitions), Rule 4102 (Nuisance), Rule 4601
(Architectural Coatings), and Rule 4641 (Cutback, Slow Cure, and Emulsified
Asphalt, Paving and Maintenance Operations). The above list of rules is neither
exhaustive nor exclusive. Current District rules can be found online at:
www.vallevair.org/rules/1 ruleslist.htm.
6. The District recommends that a copy of the District's comments be provided to the
project proponent.
If you have any questions or require further information, please contact Georgia Stewart
by phone at (559) 230-5937 or by e-mail at georgia.stewart@valleyair.org.
Sincerely,
Arnaud Marjollet
Director of Permit Services
For: Chay Thao
Program Manager
AM: gs
