Analysis <br /> Background <br /> The property owner has operated a construction business at the project site, although no land use permits <br /> have ever been approved for the business. In March 2004, the Code Enforcement Division opened a case <br /> against the property owner for operation of a contractor's storage yard and storage of large trucks without a <br /> land use permit. The property owner subsequently removed all materials from the site, and the Code <br /> Enforcement case was closed in February 2005. The applicant is submitting this General Plan Map <br /> Amendment and Zone Reclassification in order to submit an application for the appropriate land use permit <br /> to permit operation of his business from this location. The use types Construction Services — Light, and <br /> Truck Sales and Services—Terminals, may be conditionally permitted in the I-W zone with an approved Site <br /> Approval application and a Use Permit application, respectively. <br /> General Plan Policies <br /> In order to approve the General Plan Amendment, the Board of Supervisors will have to determine that the <br /> internal consistency of the General Plan is maintained in adoption of the proposed General Plan Map <br /> Amendment. The proposed change must be consistent with all of the various General Plan goals, policies, <br /> objectives, and implementation measures. <br /> Development and Locational Criteria (General Plan Volume I, p. IV-32) <br /> Limited Industrial areas shall: <br /> (A) be developed so that industrial activities are conducted entirely within enclosed buildings and outdoor <br /> storage areas are screened. <br /> All future development is subject to these requirements. <br /> (B) be developed so that buildings are no more than 100 feet in height and occupy no more than 60 percent <br /> of the lot area except in areas zoned Warehouse Industrial where they shall occupy no more than 40 <br /> percent of the lot area. <br /> All future development is subject to these requirements. <br /> (C) be located on a Minor Arterial or higher classification roadway. <br /> The proposed project site is located on Mariposa Road and Carpenter Road. Mariposa Road is a <br /> Major Arterial roadway,and Carpenter Road is a Rural Local Road. <br /> (D) be located in areas served by or planned to be served by a wastewater treatment plant, a water system, <br /> and a drainage system, all of which shall be public, unless only one parcel is involved. A limited number <br /> of areas may be zoned for development on septic tanks. The uses in these areas shall not individually <br /> or collectively generate wastewater whose volume or quality require a sewage treatment plant.
