Stockton Outside Sewer connection and be required to annex to the City of Stockton, or sign a
deferred annexation agreement if the property is not deemed contiguous to the City.
• Not be located where they will make the extension of services more difficult in the future,
The properties are not configured in a way that would impede the extension of services.
• Be located where soil conditions can safely absorb sewage in conformance with local health and
water quality standards, and
The applicant has submitted a copy of the nitrate loading feasibility study to the Environmental
Health Department. The Environmental Health Department will offer specific comments when
the applicant submits a Rand use permit application.
• Require a septic nitrate loading feasibility study prior to development.
The applicant has submitted a copy of the nitrate loading feasibility study to the Environmental
Health Department.
As stated above, the Limited Industrial Development and Locational Criteria policies require
public water and drainage, and the site does not have those services. However, the current Low
Density Residential designation would also require public water, sewage disposal, and drainage
prior to development. Because the proposed I-W zone is not expected to have a greater need
for services than the current R-L zone, the proposed changes in the General Plan and zone are
consistent with the General Plan Limited Industrial Development Criteria policies.
Zone Reclassification
In order to approve a Zone Reclassification, the Board of Supervisors shall determine that the proposed
zone is consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan; and
that the zone is reasonable and beneficial at the time. If the Board of Supervisors approves the General
Plan Amendment to I/L, then the proposed Zone Reclassification would be consistent with the General Plan.
There are no applicable Master Plans or Specific Plans. The applicant has indicated that he will submit
applications for the appropriate land use permits if the Zone Reclassification is approved.
San Joaquin County PA-0400764 & PA-0500135/1-awley
Community Development Page 4
