Septic systems <br /> may be permitted in Rural Residential areas, Commercial areas adjacent to Rural <br /> Residential areas, and in Warehouse Industrial zones, if General Plan policies <br /> and Development Title regulations are met. (General Plan, Volume I, pg. IV-103) <br /> The applicant is proposing to rezone the subject parcels from R-L to I-W. <br /> Septic systems are allowed in the I-W zone. <br /> • Water Supply Public Water system. In Rural Residential designations, individual <br /> wells may be permitted if parcels are two acres or greater and no public water <br /> system exists. (General Plan, Volume I, pg. IV-105) <br /> • Stormwater Drainage Public drainage system, with terminal drainage unless a <br /> Master Drainage/Special Purpose Plan permits retention ponds. On-site <br /> drainage may he permitted in Rural Residential designations if parcels are two <br /> acres or more. (General Plan, Volume 1, pg. IV-109) <br /> The proposed project is currently located in the R-L zone which requires <br /> services for public sewer, water and storm drainage. The properties in <br /> question do not currently have services. The proposed applications are <br /> consistent wit i the current land use and will not create a more intense use. <br /> General Plan Amendment Conclusion <br /> The determination can be made that the proposed Amendment is consistent with <br /> the development and locational criteria for the I/L designation contained in the <br /> General Plan. <br /> Basis for Zone Reclansification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission <br /> and Board of Supe-visors shall determine that the following Basis for Zone <br /> Reclassification can be made in the affirmative: <br /> a) The proposed zone district is consistent with the General Plan, any applicable <br /> Master Plan, and any applicable Specific Plan. <br /> • The proposed Zone Reclassification to change the zoning to I-W is <br /> consistent with General Plan Volume 1 page IV-32 Limited Industrial <br /> General Plan Policies. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • This determination can be made because the proposed I-W zone change <br /> will be a beneficial and logical extension of a zone district. The properties <br /> on the east side of Mariposa Avenue have a zoning designation of I-G. The <br /> property directly to the south contains a large truck repair facility. <br />
