The proposed amendment must be consistent with various General <br /> Plan goals, policies, objectives and implementation measures. <br /> Limited Industrial General Plan Policies <br /> Development and Locational Criteria (General Plan Volume I, p. IV-32) <br /> Limited Industrial areas shall: <br /> (A) be developed so that industrial activities are conducted entirely within enclosed <br /> buildings and outdoor storage areas are screened. <br /> Ali future development is subject to these requirements. <br /> (B) be developed so that buildings are no more than 100 feet in height and occupy <br /> no more than 60 percent of the lot area except in areas zoned Warehouse <br /> Industrial where they shall occupy no more than 40 percent of the lot area. <br /> All future development is subject to these requirements. <br /> (C) be located on a Minor Arterial or higher classification roadway. <br /> The proposed project site is located on Mariposa Road and Carpenter <br /> Road. Mariposa Road is a Major Arterial roadway and Carpenter Road is a <br /> Rural Local Road. <br /> (D) be located in areas served by, or planned to be served by a wastewater <br /> treatment plant, a water system, and a drainage system, all of which shall be <br /> public, unless only one parcel is involved. A limited number of areas may be <br /> zoned for development on septic tanks. The uses in these areas shall not <br /> individually or collectively generate wastewater whose volume or quality require a <br /> sewage treatment plant. These areas shall: <br /> • not be served by or be expected to be served by a sewage treatment plant <br /> during the planning period, <br /> • not be located where they will make the extension of services more difficult in <br /> the future, <br /> • be located where soil conditions can safely absorb sewage in conformance <br /> with local health and water quality standards, and <br /> • require a septic nitrate locating feasibility study prior to development. <br /> The proposed project is located in the unincorporated Urban Community of <br /> Stockton. The site does not have access to a public wastewater treatment <br /> plant, a public water system, or a public drainage system. The I-W zone is <br /> the only zone which permits industrial development with septic tanks. The <br />
