San Joaquin Valley <br /> Unified Air Pollution Control District <br /> May 3, 1996 <br /> Chandler Martin <br /> San Joaquin County Development Department ;99� <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: USE PERMIT APPLICATION # 96-2 FOR A 550-SEAT CHURCH <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the <br /> proposed project and offers the following comments: <br /> San Joaquin Valley's air quality has been designated serious nonattainment by <br /> the EPA and severe nonattainment by the California Air Resources Board <br /> (CARB) for 03 (ozone). PM10 (fine particulate matter, dust) has been <br /> designated serious nonattainment by the EPA and nonattainment by the CARB. <br /> The Federal Clean Air Act (CAA) and the California Clean Air Act require areas <br /> that are designated nonattainment to reduce emissions until standards are met. <br /> As a result, the SJVUAPCD suggests that the project applicant utilize the <br /> following feasible measures to reduce the amount of ozone precursors that will <br /> result from this project: <br /> • Automated control system for heating/air conditioning and energy efficiency <br /> beyond Title 24 requirements. <br /> • Lighting controls and energy-efficient lighting in buildings. <br /> • Increased insulation beyond Title 24 requirements. <br /> • Light colored roof materials to reflect heat. <br /> David L.
