The benefit to the public in widening this classification of <br /> road is higher than a lightly traveled lower classified Rural Road. <br /> c. Reasonable nexus; the frontage improvements for Milton Road do not appear to require <br /> any extraordinary modifications relative to other minor subdivisions. <br /> 3. Specifics regarding the neighboring project(PA-05-638) on Eastern Heights Road <br /> a. Physical feasibility of constructing the improvements relative to existing conditions <br /> 1 i. The only physical restraint of constructing the improvements were the utility poles <br /> on the applicant's parcel(s) <br /> ii. There were not any major physical restraints of constructing the improvements <br /> on the right-of-way adjoining adoinin each side of the applicant's parcel. <br /> b. The benefit to <br /> the public was considered relatively minor compared to a more highly classified road <br /> such as a Rural Collector.
