Dischargers whose projects disturb one or more <br /> acres of soil or whose projects disturb less than one acre are required to obtain coverage <br /> under the General Permit for Discharges of Storm Water Associated With Construction <br /> Activity (Construction General Permit 99-08DWQ). Construction activity subject to this permit <br /> includes clearing, grading, and disturbances to the ground such as stockpiling or excavation <br /> but does not include regular maintenance activities performed to restore the original line, <br /> grade, or capacity of the facility. <br /> 4. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Michael Escotto, 468-3443) <br /> a. A qualified environmental professional shall prepare a surface and subsurface contamination <br /> report identifying any potential source of surface or subsurface contamination caused by past or <br /> current land uses. The report shall include evaluation of non-point sources or hazardous <br /> materials, including agricultural chemical residues, as well as potential point sources such as fuel <br /> storage tanks, septic systems, or chemical storage areas. The report shall be submitted to <br /> Environmental Health at the time of submittal of a tentative map. (Development Title Section 9- <br /> 905.12) <br /> A review fee of$196.00 shall be paid at the time of submittal to Environmental Health. <br /> NOTE: Environmental Health has received a report dated March 2008 that has been approved. <br /> b. A soil suitability study shall be submitted to Environmental Health to indicate that the area is <br /> suitable for septic system usage. The study must be approved by Environmental Health prior to <br /> recordation of the Parcel Map (Development Title Section 9-1105.2[d]), A review fee of$196.00 <br /> must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design Manual for on-site waste water treatment and disposal systems <br /> is required for each parcel. A permit fee of$98.00 per percolation hole is required. <br /> NOTE: The designated remainder is non-buildable for living structures until Environmental Health <br /> receives and approves a Soil Suitability Study showing that the remainder is suitable for septic <br /> system usage, including a percolation test. <br /> c. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) <br /> and nitrates with the results submitted to Environmental Health prior to recordation of the Parcel <br /> Map. Samples are to be taken and analyzed by a State approved laboratory. (Development Title <br /> Section 9-1115.7) <br /> d. The agricultural well on Parcel 2 must be repaired under permit and inspection by Environmental <br /> Health (Development Title Section 9-1115.4[e]), as follows: <br /> (1) Agricultural discharge pipes utilizing an air gap for back-flow prevention shall maintain an air <br /> gap equal to the size of the discharge pipe but not be less than six inches. The discharge <br /> pipe shall also have two '/-inch slits extending six inches from the bottom of the pipe and <br /> opposite each other, or a back-flow device approved by San Joaquin County must be <br /> installed. <br /> e. Construction of individual sewage disposal systems under permit and inspection by <br /> Environmental Health is required at the time of development based on the Soil Suitability Study <br /> findings.
