The lack of <br /> significant inputs and no returns in commodities indicate the current owner is not the <br /> required owner/operator.' <br /> Harry and Jacqueline Brodie of 6154 South Mobley Road made the following comments in their <br /> letter of August 17, 1992: <br /> • `The parcel is primarily planted in walnuts. In the last two seasons he has literally let the <br /> property go to pot. Last year he irrigated only once, the year before he attempted to <br /> irrigate twice. Last year the property was never harvested, and the year before a half- <br /> hearted attempt was made to harvest.' <br /> An-cher issue raised in the letters is the concern that this split could lead to further subdivisions. <br /> On .,ie 2010 General Plan Maps, this site is designated General Agriculture and is zoned AG-40 <br /> (Gt;ieral Agriculture, 40-acre minimum lot size). Pursuant to the provisions of the Development <br /> Title, a homesite parcel may not be created from a parcel of less than 40 acres. Thus, under the <br /> 2010 General Plan, this proposal, as well as subsequent subdivisions, would not be permitted, <br /> Williamson Act: <br /> Because the property is under Williamson Act contract, the homesite parcel being created must <br /> be 10 acres in size. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on August 4, 1992, and no significant environmental impacts <br /> were identified. On the basis of that review, a Negative Declaration was prepared. In addition, a <br /> Certificate of Fee Exemption with a 'De Minimis Impact Finding' has been prepared which indicates that <br /> this project could not have a significant impact on fish and wildlife resources. <br /> -10- <br />
