KAMPS-MOFFAT REORGANIZATION (L.AFC 04-04) <br /> Proposal to annex 52 acres to the City of Manteca with concurrent detachments <br /> from the Lathrop-Manteca Fire Protection District and the San Joaquin County <br /> Resource Conservation District. <br /> Mr. Baracco gave the staff report. He stated that this area is located adjacent to the City limits and <br /> would be designated as general commercial and heavy industrial. He further discussed the City <br /> Services Plan and Property Tax Sharing. Ile also brought attention to the objections from the <br /> Lathrop-Manteca Fire Department and concerns from San Joaquin Council of Governments. He <br /> concluded by recommending the Commission approve the application as submitted. <br /> Chairman Machado opened the public hearing. <br /> Ben Cantu, representing the City of Manteca Community Development Department, came forward <br /> to support the staff report and ask for approval of the project. Her also stated that a good porion of <br /> the 52 acres involved in this proposal is part of Highway 99. The reason for this request for <br /> annexation is to provide city water to the present Kamps business. <br /> No one else came forward. Chairman Machado closed the public hearing. <br /> A motion was made by Commissioner Sieglock and seconded by Commissioner Land to approve <br /> the application as submitted. The motion passed with the following roll call vote: <br /> AYES: Commissioners Reith Land Victor Mow, Jack Sieglock and Gerard Machado <br /> NOES: None <br /> ABSENT: Commissioner Gary Haskin <br /> 4. PROPOSED LAFCo BUDGET FOR THE 2004.2005 FISCAL YEAR <br /> Initial review and adoption of the proposed LAFCo Budget for the fiscal year <br /> beginning on July 1, 2004. <br /> A motion was made by Commissioner Land seconded by Commissioner Mow to approve the <br /> LAFCo Budget for 2004-2005 fiscal year as submitted. The motion passed with the following roll <br /> call vote: <br /> AYES: Commissioners Keith Land, Victor Mow, Steven Nilssen, Leroy Omellas, Jack <br /> Sieglock and Gerard Machado <br /> NOES: None <br /> ABSENT: Commissioner Gary Haskin <br /> PUBLIC CQMUENIS <br /> No one came forward <br />
