Land Use Planning <br /> The 30-acre (more or less) annexation proposal is located in the southeasterly <br /> portion of the Manteca General Plan (adopted on October 6, 2003) and is <br /> designated for general commercial and heavy industrial use. Approximately 15 <br /> acres of the annexation is comprised of state highway right-of-way. Manteca's <br /> General Plan designates the project area as GC (General Commercial) and HI <br /> (Heavy Industrial); the property was recently prezoned to .0-G (General <br /> Commercial) and M-2 (Heavy Industrial)to be consistent with the General Plan. <br /> Existing land uses consist of a forklift sale and service center and a propane <br /> distribution facility located on the northerly 112 of the 15-acre island area bounded <br /> by roadways. The southerly 1/2 of the land area Is presently vacant but planned <br /> for future development. Kamps Propane plans to expand Its business activity onto <br /> the adjacent vacant 4 acres. And, Aqua Pools wNl soon develop a multi-tenant <br /> commercial center that Includes their new pools sale and service center, on the <br /> remaining vacant land at the southern end of the island area. There Is no <br /> residential development associated with this project. <br /> B. Municipal Services <br /> 1. Police Protection: This area, upon annexation, will receive the same level of <br /> protection as presently provided the overall community. The proposed project <br /> does not present any unusual problems for servicing. The City's general fund is <br /> the major revenue source for police services. <br /> 2. Fire Protection: Upon annexation, this area will receive the same level of <br /> protection as presently provided the overall community. The area is situated <br /> inside of the City's five-minute response time standard. The nearest city fire <br /> station is on South Powers Avenue, approximately 1/3 mile south of Yosemite <br /> Avenue. The distance from the fire station to the annexation entrance is about <br /> 1 .75 miles. The general fund, again, provides the major revenue source for fire <br /> service. <br /> 3. Paramedic Service: Manteca Ambulance Service offers an up-to-date paramedic <br /> unit capable of serving the project area. This service is not provided or funded <br /> directly by the City. <br /> 4. Streets: No changes in existing street frontage improvements will be required <br /> due to annexation. As development occurs, however, full street improvements <br /> will be Installed as part of the development pursuant City Standards. City <br /> revenues and development fees will offset continued maintenance costs. <br /> December 16,2003 <br />
