County Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Re: Major subdivision application PA-0400492 (SU) <br /> Dear Mr. Griffin: <br /> Thank you for your notice regarding the proposed major subdivision at 606 S. Reid Avenue, Linden. <br /> The following are comments regarding the proposed project as it relates to the Linden Unified School <br /> District. <br /> Linden Unified School District continues to oppose all major subdivision applications with the district <br /> boundaries unless and until full mitigation can be achieved and that they maintain the quality of life in <br /> the greater Linden area. <br /> As you know, as more developments are approved, the District is faced with the challenge of <br /> providing adequate school housing for students generated from the new development. The District <br /> has experienced a student generation rate for single family homes from development over the last <br /> three years of more than 1.06 per home. Under this scenario, the District estimates that the proposed <br /> subdivision will generate approximately seventeen new students to the District. <br /> The Linden Unified schools impacted by this development would be Linden Elementary, serving grades <br /> kindergarten through fourth; Waterloo Elementary, serving grades five through eight; and Linden High <br /> School, serving grades nine through twelve. Linden Elementary and Waterloo are currently <br /> experiencing overcrowding at several grade levels, and have recently added portable classrooms to <br /> accommodate the existing student population. Additional growth of any kind will severely impact the <br /> District ability to house students. <br /> The District has developed a two-phase approach to mitigating the impact of housing development and <br /> the resultant student housing needs. The District currently collects $2.58 per square foot for <br /> developer's fees, and has established an annexable Community Facilities District (Mello Roos) to <br /> collect the remaining calculated mitigation amount, which is currently $18,951.00. It is our <br /> expectation that all new development within the Linden Unified Schools attendance areas <br /> will be annexed into the Community Facilities District though mitigation agreements with <br /> the developers. We will be approaching the developers of this property in an effort to negotiate a <br /> fair settlement on behalf of the District. The Linden Unified Board Policy Statement on Growth is <br /> attached to this letter. <br />
