* Hours of Operation: Excavation operations shall be 24 <br /> hours per day, which conforms to Brown Sand' s existing <br /> permit . <br /> • Lighting: No night lighting is proposed. However, any <br /> night lighting established on the property shall be <br /> arranged and controlled so as not to illuminate or cause <br /> any glare onto public rights-of-way or adjacent properties . <br /> • Air Pollution Control : All emissions by the existing <br /> Brown Sand processing plant and excavation are permitted by <br /> the San Joaquin County Air Pollution Control District . Each <br /> year as more material is excavated, less area will be <br /> farmed. The lake will grow larger and the farmland will <br /> decrease, therefore the potential for dust decreases as the <br /> excavation progresses since no dust can be generated from a <br /> water body. <br /> Indirect Source Review: This project does not involve <br /> construction or reconstruction, and does not increase <br /> vehicle trips therefore it is exempt from the <br /> S . J.V.A. P.C. D. Indirect Source Review process . <br /> 10 <br /> • Replacement: Topsoil will be sold or stockpiled. <br /> Topsoil will not be set aside for later replacement in the <br /> bottom of the excavation, because the excavation will <br /> create a lake, which will be utilized for aquaculture . The <br /> soils report for the existing quarry confirmed that the <br /> replacement of the topsoil in the bottom of the lake <br /> created by the excavation will not enhance the agricultural <br /> suitability of the property. The topsoil will be preserved <br /> by making it available for sale to others or by adding it <br /> to the setback areas . Because replacement of the topsoil <br /> will not enhance the agricultural suitability of the <br /> property, the topsoil may be removed from the site per San <br /> Joaquin County Development Title 9-1415. 3 (g) . <br /> • Weed Control : Operations shall be in accordance with <br /> instructions from the Agricultural Commissioner to control <br /> the spread of noxious weeds . Brown Sand will operate the <br /> project under the current Agricultural Commissioner <br /> guidelines used in the existing quarry. <br /> • Health and vector Control: The excavation shall not <br /> cause health or sanitary hazards and shall not create <br /> conditions which will cause the breeding or increase of <br />
