�J <br /> Analysis <br /> Background <br /> The proposed site contains irrigated row crops such as corn, tomatoes, pumpkins, oats and alfalfa. The <br /> excavated material from the proposed site will be transported and processed at the applicant's existing <br /> quarry and processing facility(QX-91-3)which is located on the adjacent parcels north of the proposed <br /> project site. The processing facility was originally approved by the Planning Commission on July 18, 1991, <br /> as part of a quarry that would operate for a thirty (30)year period with an expiration date of July 28, 2021. <br /> On February 1, 2001'the Planning Commission approved a Revision of Approved Actions for QX-91-3. The <br /> Revision added eighteen (18)years with a new expiration date of 2039 and final reclamation by 2041. <br /> Excavation <br /> The quarry operation will consist of a combination of quarrying for the top soil (overburden) and dredging for <br /> the sand. The Reclamation and Site Plan submitted to the Community Development Department indicates <br /> `S that the maximum excavation depth will be 60 feet. The excavation will extend into the groundwater which is <br /> �Aofound 5 to 15 feet below ground surface. However, drinking water wells in the area obtain their water at <br /> depths greater than 100 feet as indicated by the California Regional Water Quality Control Board, Central <br /> Valiey Region findings Order No. 91-217. Therefore excavation will not affect drinking water. Excavation will <br /> not occur with 300 feet of the landside levee, or near any wetland, pond, stream, river or floodway, and <br /> there will be no in-stream mining on the site. <br /> Plant and Animals <br /> The Natural Diversity Database does not list any rare, endangered, or threatened species or habitat located <br /> on or near the site. The project site however, is subject to the San Joaquin County Multi-Species Habitat <br /> Conservation &Open Space Plan (SJMSCP) as determined by the San Joaquin Council of Governments , <br /> (SJCOG).The applicants have indicated that they will participate in the SJMSCP, which with satisfy the Fish <br /> and Wildlife Service and San Joaquin Council of Governments. <br /> Slopes/Contours <br /> The contour created by the excavation will be the final contour required in the Development Title. Cuts will <br /> not create interim slopes that need backfilling during reclamation. Slopes above the water table (the area <br /> out of the water) to the bottom of the excavation (area under the water)will not exceed 2 feet horizontal to 1 <br /> foot vertical. Final contour will be created as the excavation progresses. Slopes will be excavated to finish <br /> grade. <br /> Reclamation <br /> Reclamation will occur concurrently with the mining operation as a single phase as the final reclamation is <br /> the creation of a lake for aquaculture, and areas not in the process of excavation will remain under <br /> agricultural cultivation. Each year as more material is excavated less area will be farmed, and the lake will <br /> grow larger. Eventually only the setback areas as shown on the Reclamation Site Plan will remain available <br /> for crop farming.
