Air Pollution <br /> The excavation of 14 million tons of sand and 8.3 million tons of soil over 286 acres could potentially <br /> generate significant amounts of dust. However, the applicant will maintain the private roads involved in the <br /> project by frequent watering or other dust control methods.Access to the site from Manthey Road and <br /> Mossdale Road and the entrance driveway will be paved a distance of 100 feet into the site to prevent dust <br /> and dirt from being tracked onto the road surface. In a letter dated August 29, 2006 the San Joaquin Valley <br /> Air Pollution Control District states because there will be no net increase in operational hours, plant capacity, <br /> production, number of employees or vehicle trips, there will be no net increase in air emissions. The project <br /> will be subject to District Regulation VIII Rule 8021 to reduce dust and dirt generated by human activity. <br /> Additionally, as more material is excavated, less farming will take place, and as a result, the potential for <br /> dust is reduced. As excavation progresses the potential for dust will decrease, as the site is being reclaimed <br /> for aquaculture. <br /> Noise <br /> The project site is bounded by Interstate 5 to the north, San Joaquin River to the south and east and <br /> Paradise Cut to the west. The nearest residence is 900 feet southeast of the project site. The ambient noise <br /> in the vicinity of the proposed project consists almost exclusively of traffic noise emanating from Interstate 5. <br /> There are no schools, churches, hospitals, parks within the project vicinity. The applicant will not utilize a <br /> blasting method for mining operations. Lake dredging as a method of excavation is anticipated to have a <br /> less than significant impact on the noise levels on the surrounding properties. <br /> Aesthetics <br /> The excavation site is not located along a designated scenic route as indicated in the General Plan Volume <br /> I, page VI-6. The project site runs parallel along Interstate 5, with eucalyptus trees planted every 10 feet to <br /> screen the excavation site from Interstate 5 and Mossdale Road. A portion of the site will be contained <br /> `. behind a 15-17 foot high existing levee that supports the Union Pacific Railroad tracks along the southern <br /> portion of the site. <br /> Land Use <br /> The site of the proposed quarry would, as a result of the Quarry Excavation application, be taken out of <br /> agricultural production for a period of 35 years.The project site has been classified by the Division of Mines <br /> and Geology as a Mineral Resource Zone 2 (MRZ-2), which indicates that the site contains potentially <br /> significant deposits of aggregate resources. The site has a General Plan designation of A/G/OS/RC <br /> (General Agriculture and Open Space Resource Conservation)and is zoned AG-40 (General Agriculture 40 <br /> acre minimum lot size). The Use type Quarry Operations may be conditionally permitted in the AG-40 zone <br /> with an approved Quarry Excavation Permit.
