Mossdale Road, Lathrop, distributed by the State Clearinghouse. The State <br /> Clearinghouse Number is 2007012063. The document briefly describes plans to excavate <br /> 286 acres of a 380 acre site. The facility does have Waste Discharge Requirements (WDRs) <br /> Order No. 91-217 for the discharge. The WDRs describe excavation of 185.5 acres of a 303 <br /> acre site. Therefore, new areas will be excavated and the WDRs should be updated. <br /> Approval of the expansion of site activities should require the project proponent to update the <br /> WDRs, as described below. <br /> Waste Discharge Requirements <br /> Because wastewater is, and will continue to be generated, stored, or disposed on-site at the <br /> processing facility, WDRs are required. In accordance with California Water Code Section <br /> 13260, the project proponent is required to submit a Report of Waste Discharge (RWD) at <br /> least 150 days prior to expansion of excavation or wastewater discharge at the site. <br /> Construction Stormwater Permit <br /> A National Pollutant Discharge Elimination System (NPDES) General Permit for Storm Water <br /> Discharges Associated with Construction Activities, Order No. 99-28-DWQ is required when a <br /> project involves clearing, grading, disturbances to the ground, such as stockpiling, or <br /> excavation. Currently, construction activity that involves soil disturbances on construction sites <br /> one acre or greater or which are part of a larger common plan of development or sale require <br /> a construction storm water permit. <br /> Because construction associated with the project will disturb more than one acre, the property <br /> owner needs to obtain permit coverage under the NPDES General Permit No. CAS000002 for <br /> Discharges of Storm Water Associated With Construction Activity. Before construction begins, <br /> the proponent must submit a Notice of Intent (NOI) to comply with the permit to the State <br /> Water Resources Control Board and a Stormwater Pollution Prevention Plan (SWPPP) must <br /> be prepared.
