LMOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4. ENVIRONMENTAL CHEcKusT
4.14 RECREATION
`
LDISCUSSION REGARDING PROPOSED PROJECT
a) Would the project increase the use of existing neighborhood and regional parks or
other recreational facilities such that substantial physical deterioration of the facility
L
would occur or be accelerated?
The proposed project would generate a demand on existing parks and recreational facilities.
The development is expected to house 909 residents at build out. Based on the MHMP
standard of 5.0 acres of parkland per 1,000 population within the Mountain House
Community, the proposed project would require 4.5 acres of neighborhood and community
L parkland. A 2.3-acre parcel in the proposed project, located northwest of the elementary
school site, would be set aside as a portion of a new 8.5-acre neighborhood park that would
extend into Neighborhood A. This park would be used jointly by Mountain House residents
L and the students attending the two adjacent elementary schools. The timing for development
of this park would be decided by the MHCSD.
Based on the San Joaquin County standard of 10 acres of regional parkland per 1,000
population, the proposed project would generate a demand for 9.1 acres of regional parkland.
The MEIR for the entire MHMP area identified a deficiency in the amount of regional
parkland available to serve new residents living in the Mountain House Community. The
L MHMP includes construction of a regional park adjacent to Old River in Neighborhoods K
and L, located in the Specific Plan II area. The Old River Regional Park would provide 82
acres of parkland for the Mountain House Community and the surrounding region. The 82-
acre Old River Regional Park would not be large enough to meet the regional parkland
standard for the build-out population of the entire Mountain House Community.
` According to the MHMP,the Old River Regional Park would be developed after development
of Neighborhoods K and L,or after approximately 50 percent of the residential dwelling units
in the entire Mountain House Community are built. Until the Old River Regional Park is
. developed, residents in the proposed project would use the regional parks located elsewhere in
the county. For this reason, the proposed project would contribute to the existing deficiency of
regional parkland.
However, findings of the MEIR concluded that adequate recreational facilities(i.e.,community
and neighborhood parks)would be provided in each specific plan area, and that Mountain
House Community developers should pay toward development and maintenance of the
proposed 82-acre Old River Regional Park. As a result of these findings, and given that the
implementation of Specific Plan III(of which the proposed project is a part)would provide
6. sufficient local parkland to serve the needs of future residents of the Specific Plan III area,a
less-than-significant impact regarding regional parks would occur.
Mitigation Measures
Although the proposed project would create demand on existing parks and recreational
Lfacilities, the physical deterioration of these parks and recreational facilities resulting from
use by the residents of the proposed project would be less than significant. In addition, new
neighborhood and community parks will be developed in the Mountain House Community as
required by the MHMP. No mitigation measures are required.
4-73
