LMOUNTAIN HOUSE PROPOSED MACHADO TENTATIVE MAP 4.ENVIRONMENTAL CHECKLIST <br /> 4.16 UTILITIES AND SERVICE <br /> I <br /> paving the streets and completing the houses and buildings. These improvements have been <br /> Lsubjected to previous separate environmental impact assessments as required by CEQA <br /> including the SPIIIEIR. These assessments have identified impacts that may be potentially <br /> significant and proposed mitigation measures to reduce the impacts to less-than-significant <br /> levels. Therefore, a less-than-significant impact would occur with respect to extension of <br /> the storm drain system to serve the proposed project. <br /> Ld) Have sufficient water supplies available to serve the project from existing entitlements <br /> and resources, or are new or expanded entitlements needed? <br /> MHCSD has completed a Water Supply Assessment(WSA) as required by Senate Bill 610 <br /> 6. and the California Water Code for Specific Plan III(West Yost, 2004). This assessment is <br /> required for any residential development greater than 500 dwelling units(such as the <br /> Mountain House Community of which the proposed project is a part). A WSA includes a <br /> projection of water demand at 5-year increments for the next 20 years and assesses the <br /> availability and reliability of the local water supply in normal, single dry, and multiple dry <br /> Lyears. The conclusions of the WSA are summarized as follows: <br /> • MHCSD has an agreement with BBID for a firm water supply of 9,413 afy to serve the <br /> LMountain House Community. <br /> • BBID has pre-1914 water rights for 50,000 afy based on operational certainty. Therefore, <br /> L it is highly unlikely that the State Department of Water Resources (DWR)would ever <br /> curtail this supply(including the 9,413 afy to MHCSD) during drought years. <br /> • As presented in Appendix F of the WSA,the total average demand for the Mountain <br /> L House Community at buildout would be 9,670 afy, assuming 14 percent conservation can <br /> be continually maintained without any rationing. This demand exceeds the contracted <br /> supply from BBID by 257 afy. <br /> • The agreement between MHCSD and BBID allows BBID to supply more than 9,413 afy <br /> to MHCSD if BBID has excess water available. Projections of all the future demands for <br /> BBID are presented in Table 1 of the WSA. The projections indicate that BBID would <br /> have 262 afy of excess water in the year 2025 if no water reclamation projects are <br /> implemented. However, the future demands include 4,616 afy for the East Altamont <br /> Energy Center that was to be supplied with reclaimed water. This project has been <br /> Lterminated. Therefore, BBID would have 4,878 afy(262 afy+4,616 afy)of excess <br /> available supply in normal years. Therefore, BBID could supply an additional 257 afy to <br /> MHCSD to satisfy the excess demand described above in most years. <br /> L • ' The MHMP states that lands north of Byron Road between the El Pescado Grant Line <br /> and Old River have riparian water rights amounting to 2,600 afy that could be used on <br /> these lands if the land owners choose to enter into a transfer agreement with BBID. <br /> Mountain House Community Neighborhoods I through L are located in this area. It <br /> should be noted that these riparian rights could be curtailed by DWR during a water <br /> shortage in dry years. <br /> �. • Chapter 2 of MHCSD Ordinance 4056 establishes five stages of water allocations(i.e., <br /> rations)that could be enacted to reduce demand during water shortage emergencies. <br /> L <br /> 4-87 <br /> L <br />
