X. Grading: Except where allowed otherwise by the MHCSD, the grading of the project <br />shall be such that all storm water runoff shall drain to public streets, public alleys, <br />Mountain House Creek, or drainage facilities within easements for storm drainage <br />purposes. Runoff across property lines to adjacent private property (not including alleys <br />that have storm drainage facilities maintained by the MHCSD or a homeowner's <br />association) shall not be allowed. <br />Y. The minimum arterial improvements as described herein shall be constructed as <br />necessary to serve the proposed development or phases of development as determined <br />by MHCSD. <br />Z. Traffic -Calming Circles: All proposed traffic circles shall conform to MHCSD traffic circle <br />standards. <br />17. Auto Emissions -Roundabouts: The applicant shall implement roundabout intersections <br />as proposed on the Tentative Maps and the Pedestrian, Bicycle, Transit, Open Space and <br />Recreation and Trails Plans submitted with the Tentative Map applications for Tract 3481. <br />Roundabouts shall be designed to meet MHCSD specifications. Timing: improvement plans <br />approved by the MHCSD and CDD prior to Final Map approval. <br />18. Traffic Safety Measures: The applicant, in conjunction with the MHCSD and school <br />districts, shall provide traffic control and standard traffic safety measures, such as "walk to <br />school plans", at the elementary and high school sites as determined by the MHCSD <br />General Manager. Timing: As improvement plans are submitted for the school sites. <br />19. Transportation Management: <br />A. The developer shall coordinate with the MHCSD to locate bus stops within the <br />residential portions of Tract 3481 pursuant to the requirements of the MHCSD's TDM <br />and TSM policy document. <br />B. The applicant shall comply with the requirements of the Transportation Demand <br />Management and Transit Plan (Hoyt, 1997) as administered by the MHCSD. Timing: <br />ongoing. <br />20. Truck Management Plan: Traffic shall comply with the Construction Truck Management <br />Plan administered by the MHCSD. Project construction plans shall include specifications to <br />the contractor outlining compliance requirements. <br />21. Community Walls: <br />A. Sound walls, meeting the design requirements contained in the MHCSD Design <br />Guidelines, shall be installed on arterial streets (except for Central Parkway) when the <br />adjacent development (or phased development) has abutting lots. The length of the <br />sound wall shall match the total length of the lots abutting the arterial street plus an <br />additional length that will close a gap to a previously constructed wall not more than 200 <br />feet away. The wall shall undulate and shall be consistent with all community approvals. <br />B. The sound walls shall be constructed consistent with the MHCSD Design Manual, the <br />Master Plan and as shown on the preliminary sound wall plans, unless otherwise <br />determined by the MHCSD General Manager. <br />C. The developers shall dedicate the necessary R/W to widen Grant Line Road to its <br />ultimate width and construct the noise barrier at its ultimate location as specified by the <br />General Manager of the MHCSD. <br />D. Except when the MHCSD General Manager specifies otherwise, when a sound wall is <br />installed on an arterial street, the adjacent street edge landscaping, sidewalk, and street <br />curb & gutter shall also be installed. <br />21 <br />
