Timing: Prior to approval of Final Map(s). <br /> NOISE <br /> 22. Soundwalls: Construct noise walls pursuant to the"Community Sound Wall and Community <br /> Edge Plan"for the Machado Property Tract 3481 Tentative Map, dated March 15, 2006, <br /> and/or as required by Mitigation Measure 4.13-4 and as indicated in Table 4.13-11 in the Final <br /> EIR. <br /> Timing: Design submitted with Improvement Plans and constructed as part of Final Map <br /> 23. Locations and Heights of Soundwalls and Berms: The applicant shall construct <br /> soundwalls with or without berms at the locations shown in Figural 1-1 of the Mountain House <br /> Specific Plan ///and as required by Table 4.13-11 of the College Park Final EIR. The <br /> soundwall along De Anza Boulevard shall be 7 feet in height; and the soundwall along Grant <br /> Line Road shall be 8 to 9 feet in height. Where soundwalls would exceed these height <br /> standards, berms shall be used to reduce the overall soundwall height to said limits. Where <br /> any openings in soundwalls are proposed for pedestrian access, "return"walls shall be <br /> provided at the openings. These return walls shall continue along the depths of the adjoining <br /> residential yards and shall extend no less than to the rear yard setback. (This return wall <br /> requirement does not apply to"side on" lot conditions.) With respect to these return walls, <br /> CDD may allow the soundwall to be increased a maximum of one additional foot on the street <br /> side of the local road or collector street to compensate for varying pad height and berming on <br /> the adjacent arterial roadways. Entry walls into the neighborhood may be increased more <br /> than the additional one foot, subject to CDD approval. The proposed soundwall (or portion <br /> thereof) along theses roads may be constructed to a height that is less than the height <br /> standard specified, subject to confirmation of a noise study prepared by a noise consultant <br /> approved by CDD and MHCHD. [Implementation Measure 4.2.8.3.d] <br /> Timing: Design submitted with Improvement Plans and constructed as part of Final Map <br /> 24. Increase Traffic Noise: Before occupancy of the first residence at College Park, a noise <br /> barrier shall be constructed by the College Park developers between the five existing <br /> residences located on the north side of Grant Line Road between Central Parkway and the <br /> Alameda County line (Receptor 14 in Figure 4.13-2 of the College Park Final EIR)and the <br /> northern travel lane of Grant Line Road. The noise barriers may consist of a wall, berm, or <br /> combination thereof. The exact location, height, and character of the noise barrier shall be <br /> determined by a noise consultant approved by the County. The sound barrier shall reduce <br /> outdoor noise levels at the center of the front yards of the five existing residences to below 65 <br /> dBA LddCNEL. If Grant Line Road is widened at this location subsequent to construction of <br /> the sound barrier but before removal of the five residences under Specific Plan II, the sound <br /> barrier shall be relocated, as required. If the five existing residences are removed under <br /> Specific Plan II before occupancy of the first residence under the College Park project, this <br /> mitigation measure shall not require implementation. This mitigation shall be funded through <br /> fair-share payments by the College Park developers. [MM 4.13-3] <br /> Timing: Design submitted with Improvement Plans for first Final Map and compliance verified <br /> prior to the issuance of building permits. <br /> 25. Traffic Noise—Arterials: Before occupancy of the first residence proposed under the <br /> College Park project along each of the seven arterial segments identified in Table 4.13-11 of <br /> the College Park Final EIR, a sound barrier shall be constructed by the College Park <br /> developers along that arterial segment. The noise barrier may consist of a wall, berm, or <br /> combination thereof. The exact location, height and character of the sound barrier shall be <br /> determined by a noise consultant approved by the County. The sound barrier shall reduce <br /> outdoor noise levels at the center of backyards of proposed adjacent single-family residences <br /> 6 <br />
