to below 65 dBA Ld,✓CNEL and as close to 60 dBA LddCNEL as feasible. This mitigation
shall be funded through fair-share payments by the College Park developers. [MM4.13-4]
Timing: Design submitted with Improvement Plans and compliance verified prior to
recordation of the first Final Map.
26. Outdoor Noise Levels: Best available noise reduction measures shall be implemented by
the applicant to reduce noise levels in primary outdoor use areas (backyards)of new
residential development to an Ldn of 60 dB. The subdivider shall specify what reasonable
measures have been taken in this regard. Where it is not possible to reduce noise levels to
this level using practical application of the best available noise reduction measures, an
exterior noise level of up to 65 db may be allowed. [Master Plan Policy 11.3.1 (e)and
Specific Plan III Implementation Measure 11.2.3.b and e.] In the case that noise levels cannot
be reduced to the design noise level of 60 dB, the applicant must provide notice via a note on
the deed of each lot stating that exterior noise levels may exceed 60 dB.
Timing: Inclusion of note on the Final Map approved by CDD prior to Final Map approval, and
inclusion of note on deed prior to issuance of building permits.
27. Interior Noise Levels: Interior noise levels for housing proposed to be located in areas
exposed to an exterior noise level of an Ldn above 60 dB shall be maintained at or below an
Ldn of 45 dB. [Implementation Measure 11.2.1 (4)]
Timing: Compliance verified prior to the issuance of building permits.
28. Construction Noise: The following measure shall be implemented during construction:
• Construction shall be limited to the hours of 6:00 AM to 9:00 PM on weekdays. Extended
hours which may include Saturdays and Sundays may be allowed through prior notice to
adjacent residents and landowners, and prior approval of the MHCSD for infrastructure
construction ?nd CDD for building permits.
• Comply with all San Joaquin County Development Title for all construction activities
• Equip all construction vehicles or equipment, fixed or mobile, with properly operating and
maintained mufflers and acoustical shields or shrouds, in accordance with the
manufacturers' recommendations.
• Arrange all construction equipment and truck routes to minimize travel adjacent to
occupied residences.
• Locate stationary construction equipment and staging areas as far as possible from
sensitive receptors. Temporary acoustic barriers may be installed around stationary
equipment, if necessary. [Mitigation Measure 4.13-1 from Specific Plan III EIR]
Timing: Inclusion of the above measures as notes on Improvement Plans approved by CDD
and MHCSD prior to Final Map approval.
GEOLOGY AND SOILS
29.
