If <br /> Alameda County does not allow the improvements, the improvement funds shall be <br /> deposited with the MHCSD to be used as directed by the General Manager and as <br /> described in the TIF program. <br /> E. Subject to the requirements of the Mountain House Transportation Improvement Fee <br /> Technical Report adopted by the MHCSD Board of Directors on April 11, 2000, and all <br /> amendments thereof to date, fund a signal at the intersection of Grant Line Road and <br /> Mountain House Road prior to issuance of the 9001h residential building permit. <br /> F. Grant Line Road: <br /> a. Construct the first phase of Grant Line Road along Tract 3481 frontage to consist of <br /> median and median improvements and one lane plus shoulder north of the roadway. <br /> Where Grant Line Road abuts Tract 3481 construct ultimate improvements of Grant <br /> Line Road to the standards shown in the Master Plan, Specific Plan III and MHCSD <br /> standards from centerline to south right-of-way.. The transition from improvements <br /> noted above to existing Grant Line Road is to be built to MHCSD standards. <br /> Timing: Construction shall begin prior to issuance of the first residential building <br /> permit and completion prior to occupancy of the first home. <br /> b. Construct the second phase of Grant Line Road, to consist of ultimate curb-to-curb <br /> improvements from Mountain House Parkway to the Alameda County line plus <br /> ultimate improvements from centerline to north right-of-way between Central <br /> Parkway and the Alameda County Line(including the Grant Line Village frontage <br /> road improvements)Timing: prior to 1600" residential building permit within Specific <br /> Plan III area or 2250 beyond those issued in E, F & G, which ever comes first. <br /> G. Subject to the requirements of the Mountain House Transportation Improvement Fee <br /> Technical Report adopted by the MHCSD Board of Directors on April 11, 2000, and all <br /> amendments thereof to date, widen or fund, as determined by the MHCSD, Grant Line <br /> Road to four lanes from Great Valley Parkway to 1-580 freeway prior to issuance of the <br /> 2250th residential building permit beyond those issued in E, F and G. The developer <br /> shall improve and widen Grant Line Road between the Alameda County line and its <br /> intersection with 1-580. If Alameda County does not allow the improvements to Grant <br /> Line Road, the developer shall deposit with the MHCSD funds equivalent to the cost of <br /> the widening as listed in the TIF Report. The MHCSD General Manager may use the <br /> funds to improve other regional roads as determined by a traffic study and stated in the <br /> TIF Technical Report and approved by the General Manager. If Grant Line Road in <br /> Alameda County is not widened, an interim design showing the transition from 4 lanes to <br /> two lanes within the boundary of Mountain House shall be submitted to the MHCSD for <br /> review and approval. <br /> H. Subject to the requirements of the Mountain House Transportation Improvement Fee <br /> Technical Report adopted by the MHCSD Board of Directors on April 11, 2000, and all <br /> amendments thereof to date, widen or fund, as determined by the MHCSD, Grant Line <br /> Road east of Mountain House Parkway to four lanes as determined by the MHCSD's <br /> Annual Monitoring Report. The estimated trigger for this improvement is a range of <br /> 1600 units to 7500 units after Neighborhoods E, F & G. The General Manager with the <br /> aide of the Annual Monitoring Report shall determine the timing for the improvements. <br /> 1. Install a signal at De Anza Boulevard/Grant Line Road and construct the intersection <br /> turn lanes prior to issuance of the first residential building permit as specified by <br /> MHCSD. <br /> J. Install a signal at C Drive/Grant Line Road and construct the intersection turn lanes prior <br /> to issuance of the first residential building permit as specified by MHCSD. <br /> 18 <br />
