2.1 Zoning <br /> The San Joaquin County Community Development Department web site states <br /> that the Site is zoned AG-40, general agriculture with a minimum parcel size of <br /> 40 acres. This zoning designation "is established to preserve agricultural lands <br /> for the continuation of commercial agricultural enterprises." <br /> 2.2 Proposed Development <br /> A minor subdivision is proposed to divide the Site into a homesite parcel and a <br /> designated remainder (Plate 3). Ms. Van Groningen indicated that no changes to <br /> the use of the Site are planned. <br /> 2.3 Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted as <br /> relatively flat, open land located at approximately 46 to 50 feet above mean sea <br /> level. An irrigation canal is depicted crossing the Site, and Lone Tree Creek is <br /> shown approximately one-third of a mile southwest of the Site. This map is <br /> included as Plate 4 in Appendix 1. <br /> 3.0 HISTORICAL RESEARCH <br /> 3.1 Aerial Photographs <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1937, 1952, 1963, and 1975. Six additional photographs, dated <br /> October 1998, September 2002, May 2004, March 2005, June 2007 and <br /> February 2014, were obtained from the San Joaquin County District Viewer. <br /> These photos are included as Appendix 3 of this report. <br /> In the 1937 photo, the majority of the Site appears to be used for irrigated <br /> pasture or fodder crops. A cluster of trees can be seen on the eastern side of the <br /> Site, although it cannot be seen, a residence is likely present. An irrigation canal <br /> is apparent crossing the Site from west to east. Most surrounding properties <br /> appear to be used for irrigated pasture or fodder crops; a parcel to the southwest <br /> appears undeveloped. <br /> In the 1952 photo, the residence can be seen on the eastern side of the Site.
