Analysis <br /> Background <br /> Site Approval No. PA-0300258 was deemed complete for processing on June 10, 2003. The project was <br /> reviewed, and the Community Development Department scheduled a Development Committee meeting <br /> for July 16, 2003, to meet with the applicants to discuss the project. The applicants did not attend the <br /> Development Committee meeting and did not return the Community Development Department's repeated <br /> phone calls and corresponding letters requesting additional information regarding the project. In June of <br /> 2004, the Community Development Department was able to obtain enough information from the applicant <br /> to process the application and refer the project to the Planning Commission. <br /> Operational Characteristics <br /> The farm labor contractor lives on the premises. The farm managers go to the project site on a weekly <br /> basis to pick up paychecks for their farm labor employees. The farm labor employees are dispatched to the <br /> contracted farms by phone and do not ao to the project site. The applicant states that the items stored on <br /> the premises, including portable toilets, trailers, etc.,are transported to the various work sites by the farm <br /> labor contractor. <br /> Access <br /> Development Title Section 9-1015.3(h) states that access driveways shall have a width of no less than <br /> twenty-five (25)feet for two-way aisles and sixteen (16) feet for one-way aisles, except that in no case shall <br /> driveways designated as fire department access be less than twenty (20) feet wide. The parcel currently <br /> has three (3) separate access driveways from Jack Tone Road that do not meet this requirement. As a <br /> condition of approval, the applicant will be required to widen all driveways used as part of the project to <br /> satisfy this requirement. <br /> Outdoor Storage <br /> Development Title Section 9-1022.4(d) states that all storage materials and related activities, including <br /> storage of trash, shall be screened so as not to be visible from adjacent properties and public rights-of- <br /> way. Screening shall be six(6)to seven (7)feet in height. Outside storage is not permitted in front yards, <br /> street side yards, or in front of main buildings. The Site Plan shows two areas designated for storage of <br /> project related equipment and materials (i.e. portable toilets, ladders, trailers, etc.). As a condition of <br /> approval the applicant will be required to screen the outdoor storage areas from adjacent properties and <br /> public rights-of-way. Trucks and/or vans do not need to be screened because they will be parked on <br /> surfaced asphalt concrete or Portland cement concrete. <br /> Neighborhood Opposition <br /> The Community Development Department received four (4) letters of opposition and one additional letter of <br /> opposition with twenty-one (21) signatures. The letters are primarily concerned with the amount of traffic <br /> generated by the proposed farm labor contract business. The Department of Public Works has reviewed <br /> the proposed project and determined that the project related traffic impacts will be less than significant. As a <br /> standard condition of approval, the applicant will be required to pay Traffic Impact Mitigation Fees and <br /> improve all driveway approaches in accordance with the requirements of San Joaquin County Standards R- <br /> 17 prior to issuance of the occupancy permit.
