f 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Trueman Phillips, 468-3000) a. An encroachment permit shall be required for work within the road right-of-way. (Development Title Sections 9-1145.4 and 9-1145.5) b. The driveway approach shall be improved in accordance with the requirements of San Joaquin County Standards R-17 prior to issuance of the occupancy permit. (Development Title Section 9- 1145.5) c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and payable at the time of building permit application. The fee currently is$168.96 per additional daily trip-end generated in the Lockeford area. The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published by the Engineering News Record. (Resolution R- 00-433) d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. e. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is required upon submittal of verification. f. All parking related to this business shall be outside of the County right-of-way. NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a State NPDES construction permit. 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact Lisa Medina,468-3455) a. The Environmental Health Department requires a soil suitability study incorporating proposed staff and customer use and indicating that the area is suitable for septic tank usage. This must be performed prior to the issuance of building permits(Development Tide Section 9-1105.2[d]). A review fee of$186.00 must be paid at the time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County prior to approval. A percolation test that meets the absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for each parcel. A permit fee of$93.00 per percolation hole is required. b. State on revised site plans the maximum number of employees and customers the sewage disposal system is being designed for. In addition, show on revised plans that the leach field area will be barricaded so that it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only, and it cannot contain any underground utility lines (Development Title Section 9-1110.4[c][5]). The additional 100 percent sewage disposal replacement area shall be noted on the revised site plans in accordance with San Joaquin County Sewage Standards. NOTE: The Environmental Health Department Sewage Standards do not allow driving over or parking vehicles on the sewage disposal system as originally drawn. c. Repair the existing septic system under a sanitation permit and inspection by the Environmental Health Department.
