Analysis <br /> Site Approval Application No. SA-97-46 was conditionally approved by staff on October 6, 1997. This <br /> development projectis for agricultural truck parking for two trucks and four trailers. Agricultural truck <br /> parking is permitted in the Agricultural zones as an accessory use subject to an approved Site Approval <br /> application. <br /> On October 13, 1997, Rex Clark filed an appeal of Condition of Approval No. 1.f., which requires that <br /> driveway and maneuvering areas be paved and that other areas used for vehicular traffic be chip sealed. <br /> Chip seal is created when asphalt is spread over the aggregate base and then gravel, or the "chips," is <br /> placed and rolled into the asphalt to create a wearing surface. The applicant is requesting that only <br /> gravel be required. <br /> Development Title Section 9-605.6(f) establishes special use regulations for agricultural truck parking. <br /> These regulations, however, do not address surfacing requirements for traffic circulation and parking <br /> areas. <br /> Development Title Section 9-1015.5(e) generally provides for the design of parking areas so that all <br /> parking spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with <br /> base material of appropriate depth and liquid asphalt, asphalt concrete, or Portland cement concrete to <br /> provide a durable, dust-free surface. This section also provides that parking lots for temporary or <br /> seasonal uses in Agricultural zones shall be improved with base material of appropriate depth and sealed <br /> with liquid asphalt. However, the proposed use is neither temporary nor seasonal. <br /> The intent of Condition No. 1.f. is to provide a permanent wearing surface for trucks that is durable and <br /> dust free. The use is neither temporary nor seasonal.
