Recommendations
Action
It is recommended that the Planning Commission deny the appeal and uphold staffs conditional
approval of Site Approval Application No. SA-97-46.
Findings
1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any
applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan
adopted by the County.
• This finding can be made because Agricultural Truck Parking is consistent with theA/L
General Plan designation and in tum may be conditionally permitted with a Site
Approval in the A-L zone, which is consistent with the A/L General Plan designation.
No other plans apply.
2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary
facilities have been provided, and the proposed improvements are property related to existing and
proposed roadways.
• This finding can be made because adequate area exists for septic systems and storm
water retention. In addition, the site has frontage and direct access to Jack Tone
Road. Required site plans will show that all required utilities and improvements meet
County requirements.
3. The site is physically suitable for the type of development and for the intensity of development.
• This finding can be made because the plan shows that there is sufficient area for the
proposed use.
4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be
injurious to the property or improvements of adjacent properties.
• This finding can be made because an Initial Study prepared for this project found no
potentially significant environmental impacts.
5. The use is compatible with adjoining land uses.
• This finding can be made because there is adequate area on the site for the
Agricultural Truck Parking use.
San Joaquin County SA-97-46/Clark
Community Development Page 6
