The State Clearinghouse number is 2005082001. The document <br /> briefly describes plans to excavate 11.4 acres and transport the material to an existing processing facility. <br /> The processing facility is described in Waste Discharge Requirements(WDRs) Order No. 72-22, The <br /> WDRs do not adequately describe the activities proposed at the excavation site and must be revised. A <br /> Request for a Report of Waste Discharge will be transmitted separately to Munn and Perkins. <br /> Waste Discharge Requirements <br /> Because wastewater will be generated and treated, stored, or disposed on site at the processing facility, <br /> WDRs are required. Because addition of new excavation areas is generally considered a material change <br /> in operations, in accordance with California Water Code Section 13260, the project proponent shall <br /> submit a Report of Waste Discharge (RWD). <br /> Construction Stormwater Permit <br /> A National Pollutant Discharge Elimination System (NPDES) General Permit for Storm Water <br /> Discharges Associated with Construction Activities, Order No. 99-28-DWQ is required when a project <br /> involves clearing, grading, disturbances to the ground, such as stockpiling, or excavation. Currently, <br /> construction activity that involves soil disturbances on construction sites one acre or greater or which are <br /> part of a larger common plan of development or sale require a construction storm water permit. <br /> Because construction associated with the projdct will disturb more than one acre,the property owner <br /> needs to obtain permit coverage under the NPDES General Permit No. CAS000002 for Discharges of <br /> Storm Water Associated With Construction Activity. Before construction begins, the proponent must <br /> submit an NOI to comply with the permit to the State Water Resources Control Board and a Stormwater <br /> Pollution Prevention Plan(S WPPP)must be prepared. The permitting requirement applies both at the <br /> excavation site and the processing facility. <br /> Industrial Stormwater Permit <br /> Depending on the Standard Industrial Classification (SIC) code of the final project, compliance with the <br /> NPDES General Permit No. CAS000001 for Discharges of Storm Water Associated With Industrial <br /> California Environmental Protection Agency <br /> ea Recycled Paper <br />
