L <br /> LMarch 23,2006 <br /> NOA Project Number: E06019A <br /> L3.1.7 Site Reconnaissance <br /> L A visual reconnaissance of the subject property was conducted on March 21,2006. Photographs of the / <br /> subject property are attached to this report as Appendix B. A site visit/assessment checklist is attached �3J <br /> to this report as Appendix D. <br /> LThe subject property was observed to be a relatively flat, mostly rectangular parcel. A mobile home <br /> residence is on the subject property.A domestic well was observed to the south of the residence. The <br /> 6 remainder of the property is open land, covered in grasses and weeds. <br /> bw <br /> The ground surface was wet from recent rains at the time of the site visit, and covered in seasonal <br /> L grasses and weeds, therefore soil staining may not have been apparent during the site visit. <br /> 6 <br /> An irrigation well was observed on the northern portion of the property.A pipe coming from the well <br /> L went to the east.A small dry canal started there and continued along the northern and eastern property <br /> boundary.There was concrete cracking near the base of the well. Oil was also observed to have leaked <br /> onto the concrete and the grass adjacent to the well. <br /> i <br /> �. Two pole-mounted transformers were observed across the driveway to the north. One pole-mounted <br /> transformer was observed south of the property.One pole-mounted transformer was observed on the <br /> subject property south of the residence. A blue PCB-free sticker was observed on the transformer <br /> located on the subject property. <br /> Five abandoned vehicles, three piles of seven or more tires, and at least four leaking drums were <br /> observed on the west side of the subject property.There were over 15 drums located on the property 3,Z-3 .3) <br /> used for trash and waste oil.At least three drums were observed to be leaking oil onto the ground <br /> surface4Some drums were empty,however the contents of sealed drums were not observed.A old rusty <br /> V trailer with tools and supplies was observed on the property.There was oil staining on equipment and <br /> on the floor. <br /> LSurrounding properties were surveyed at the time of the site reconnaissance.To the north is a driveway, <br /> then a single-family residence and an open field.To the east of the property is Jack Tone Road and then <br /> Clements Vineyard.To the south is a residence with over ten inoperable vehicles.To the southwest is <br /> a dairy farm. To the west is an open field, a pond, and a residence. To the northwest is a small dairy. <br /> 6 3.2 Past& Current On-Site Sources of Contamination <br /> No potential above- or below-ground on-site potential or known sources of contamination were <br /> L identified from uses of the site, except for the following: <br /> Agricultural chemicals may have been applied on the property. <br /> 7 <br /> L '-'44 <br /> L <br />
