Item No. 3 <br /> PC: &20-92 <br /> SA-9234 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration, and <br /> 2. Approve Slte Approval Application No.SA-9234 with the Findings and Conditlons of Approval <br /> given in the staff report. <br /> FINDINGS <br /> 1. The establishment, maintenance, and operation of the use does not conflict with the General Plan. <br /> • This finding can be made because the AG-40 zone for the project site Is consistent <br /> with the site's General Plan designation of Agriculture. A poultry ranch Is permitted <br /> In the AG-40 zone with an approved She Approval. <br /> 2. Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been <br /> provided, and the proposed improvements are property related to existing and proposed streets <br /> and highways. <br /> • This finding can be made because the owner must submit a waste treatment plan to <br /> the Environmental Health Division for approval prior to Initiation of the use. The <br /> Environmental Health Division has also conditioned the application to ensure that the <br /> existing wells meet their standards. The existing septic systems serve the residence <br /> and the mobile home. An Improvement Plan must be submitted to the Development <br /> Services Division to ensure that the drainage meets County requirements. This <br /> project has frontage on a County-maintained road. <br /> 3. The property involved is of adequate size and shape to accommodate the proposed use and all <br /> yards, building coverage, setbacks, parking areas, and other requirements of this Idle. <br /> • <br /> This finding can be made because the she plan, along with the recommended <br /> Conditions of Approval, will ensure that all code requirements and standards will be <br /> met. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Environmental Inttial Study prepared for SA-92- <br /> 34 found that the project would not be Incompatible with other surrounding <br /> agricultural land uses and that the project would not result In a significant, adverse <br /> Impact on the environment. <br />
