The opera- <br /> tional statement should include the following: <br /> a. Hours of operation <br /> b. Work schedule <br /> C. Night lighting characteristics <br /> d. Noise generation <br /> e. Spread and control of noxious weeds <br /> f. Any ponding <br /> g. Equipment used <br /> The submitted soils report only applies to the top 18" of soil. <br /> The soils report needs to describe the soil at the final eleva- <br /> tion to determine whether replacement of the topsoil will enhance <br /> the agricultural suitability of the property. That determination <br /> needs to be on the soils report cover letter. <br /> To ensure that the excavation is completed in conformance with <br /> the approved permit, a performance bond or other financial secur- <br /> ity sufficient to cover the cost of rehabilitation of the site <br /> for agricultural use is required, as a condition, if approved . <br />
