PA -1900069 Findings: <br />1. The proposed use is consistent with the goals, policies, standards, and maps of the General <br />Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other <br />applicable plan adopted by the County. <br />This finding can be made because the proposed monopole cell tower (Use Type: <br />Communication Services — Type II) may be conditionally permitted in the AU -20 <br />(Agriculture Urban Reserve, 20 -Acre Minimum) zone with an approved Site <br />Approval application. The project site has a General Plan designation of A/UR <br />(Agriculture Urban Reserve). Therefore, the proposed monopole cell tower is <br />consistent with the goals, policies, standards and maps of the General Plan and <br />there are no Master Plans, Specific Plans, and/or Special Purpose Plans in the <br />project vicinity. <br />2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br />necessary facilities have been provided, and the proposed improvements are properly <br />related to existing and proposed roadways. <br />This finding can be made because there are no new utility or roadway <br />improvements required. The wireless communication monopole is an unmanned <br />facility and will not impact existing public utilities. This project will not require the <br />use of a public water or septic system and all storm water will be retained on site. <br />The lease area will be accessed from South Jack Tone Road by a proposed utility <br />easement driveway. <br />3. The site is physically suitable for the type of development and for the intensity of <br />development. <br />• This finding can be made because the 5.99 -acre parcel is of adequate size and <br />shape to accommodate the proposed use, building coverage, setbacks, and other <br />requirements of the Development Title. The parcel is of adequate size to <br />accommodate the 90 -foot -tall monopole and 900 square foot lease area. There are <br />no residences on adjoining parcels within the 90 -foot fall zone of the tower. <br />4. Issuance of the permit will not be significantly detrimental to the public health, safety, or <br />welfare, or be injurious to the property or improvements of adjacent properties. <br />This finding can be made because it was determined that any potentially <br />significant impacts could be adequately addressed through conditions of <br />approval. The tower must comply with Federal Communications Commission <br />regulations regarding radio frequency emissions. <br />5. The use is compatible with adjoining land uses. <br />This finding can be made because the proposed use may be conditionally <br />permitted in the AU -20 (Agriculture Urban Reserve, 20 -Acre Minimum) zone with <br />an approved Site Approval application. The proposed use will not interfere with <br />nor alter the current land uses on adjoining properties. The adjacent surrounding <br />parcels are primarily agricultural with scattered residences. The nearest residence <br />on an adjacent parcel is located 490 feet east of the project site. <br />
