The project is located at the intersection of Jack Tone Road and State <br /> Route 4, both of which are a Minor Arterial or roadway of higher <br /> classification. <br /> (b) located at least two miles from the nearest area serving a crossroads <br /> commercial function or a planned neighborhood or community commercial area; <br /> The nearest area serving a crossroads commercial function or a planned <br /> neighborhood or community commercial area is located approximately <br /> four miles away at the northeast corner of Jack Tone Road and State Route <br /> Highway 26. <br /> (c) limited to one corner of an intersection; and <br /> The project site involves three parcels, one of which is limited to the corner <br /> of the intersection of Jack Tone Road and State Route Highway 4. The <br /> applicant will need to merge the three parcels to meet this requirement or <br /> amend the request to include only the existing parcel that is limited to one <br /> corner of an intersection. <br /> (d) able to function safely on a septic system with an individual water well. <br /> The project site is able to function safely on a septic system with an <br /> individual water well as both parcels are over two acres in size. <br /> Approval Process <br /> To approve a Zone Reclassification, the Board of Supervisors shall determine <br /> that the following statements are true: (a) The proposed zone district is <br /> consistent with the General Plan, any applicable Master Plan, and any applicable <br /> Specific Plan, and (b) the proposed zone district is reasonable and beneficial at <br /> the time. (Development Title Section 9-812.4) <br /> Bases for Zone Reclassification <br /> The proposed zone district is consistent with the General Plan, any applicable <br /> Master plan, and any applicable Specific Plan. <br /> This determination can be made because the proposed C-X zone is a <br /> consistent implementing zone for the A/G General Plan designation <br /> (General Plan, Volume I, Table VII-2, pg. VII-4). No other plans apply <br /> to this site. <br /> The proposed zone district is reasonable and beneficial at the time. <br /> At this time, it does not appear that this determination can be made <br /> as the applicant has not stated specifically what the underlying <br /> project will be if the zone reclassification is approved. Additionally, <br /> the project site totals 36.31 acres, which seems excessive for the <br /> `limited variety of retail and service uses and agriculturally related <br />
