In San Joaquin County, new businesses are required to <br /> submit Hazardous Materials Management Plans to the Office of Emergency Services <br /> within 30 days after a facility opens or starts operations. <br /> 2) Businesses which handle, store or use Extremely Hazardous Substances (EHS) are <br /> required to complete Risk Management and Prevention Programs (RMPP). The list of <br /> Extremely Hazardous Substances includes anhydrous ammonia and numerous <br /> agricultural chemicals which are likely to be handled by the applicant. In San Joaquin <br /> County, a new business must submit a Risk Management and Prevention Program <br /> (RMPP) for review and approval by the Office of Emergency Services before the <br /> business opens or starts operations. <br /> 3) Based upon available information, a custom fertilizer application business would be <br /> required to prepare and submit both a Hazardous Materials Management Plan (HMMP), <br /> and a Risk Management and Prevention Program (RMPP). The applicants should be made <br /> aware that a Hazardous Materials Management Plan (HMMP) involves a considerable <br /> amount of time and planning to complete, and that completion of a Risk Management and <br /> Prevention Program (RMPP) requires even more time, effort and technical experience. <br /> 4) The San Joaquin County Agricultural Commissioner's Office should also be contacted <br /> regarding applicable restrictions, permits and registrations for a business of this type. <br /> if I can be of assistance in the interpretation of regulations or for other information, then <br /> please contact me at 468-3969. <br />
