A Subsidiary of MOYER DEVELOPMENT CONSULTANTS, INC. <br /> SA-98-= .O Page 2 <br /> Water Quality Safeguards <br /> Since the proposed business will be primarily engaged in <br /> the application of fertilizers at the customers field, onsite <br /> handling of materials which might pose a water quality risk <br /> if spilled, will be completely contained . The bulk of the <br /> business will revolve around liquid fertilizers depicted in <br /> item M6 on the site plan . The entire storage tank area will <br /> be enclosed by a 12 inch high concrete wall capable of <br /> holding over 41, 000 gallons, which is more than 270% of the <br /> capacity of the largest tank ( 15, 000 gal ) that will installed <br /> within . All loading will be conducted on impervious surfaces <br /> of either concrete or asphalt which will drain to a sump for <br /> recovery and recyclinS . All dry fertilizers and pesticides <br /> will be stored indoors at all times and will be loaded either <br /> indoors or in the impervious loading areas . The business will <br /> meet or exceed all local, state, and federal water quality <br /> and other environmental requirements . <br /> Fire Safety Measures although the probable operators have <br /> decades of experience in the Custom Fertilizer Application <br /> field, they do not purport to be experts in Fire Safety. <br /> We fully intend to meet all fire 6 other safety requirements <br /> placed upon the site by the local fire district, Department <br /> of Agriculture, O.S . H.A. , San Joaquin County, or other <br /> agencies having jurisdiction . Past experience with existing <br /> fire districts has indicated that the best available <br /> methodology is to site such plants so that there is little or <br /> no population downwind from the plant site . Thus in the event <br /> of a fire, or other disaster, emergency personnel don' t have <br /> to worry about evacuating a large number of people . There are <br /> no significant population concentrations downwind (that is <br /> areas lying easterly of the site ) for over fifty miles . We <br /> believe this site is ideally situated for precisely that <br /> reason . <br /> l,andscaoing 6 Visual Screening of the site will be ac,,ieved <br /> by the planting of an orchard on the Westerly portion of the <br /> site, thus screening the site from Jack Tone Road on the <br /> West . The elevated A.T . S .F . Railroad line along the <br /> Northerly boundary of the property will serve to screen the <br /> property from view from Mariposa Road to the North and East . <br /> If You Have Any Questions, Just Call . <br /> P.O.
