WASTE DISCHARGE REQUIREMENTS ORDER NO.R5-2002-0034 5 <br /> SUTTER HOME WINERY <br /> LODI FACILITY, SAN JOAQUIN COUNTY <br /> 53 mg/L, 88 mg/L, 140 mg/L, and 170 mg/L. The source of the elevated nitrate concentrations <br /> may be related to previous land use. <br /> 29. Inferred groundwater flow direction is to the west. Shallow groundwater has been encountered at <br /> the site during construction activities. No groundwater data has been collected from areas located <br /> downgradient of the.wastewater treatment pond or the land.applicatioTy area: This Order requires <br /> groundwater monitoring wells to be monitored. <br /> 30. A Groundwater Monitoring Well Installation Workplan was submitted with the 15 November <br /> 2001 RWD. A conditional approval of the workplan was transmitted on 11 December 2001. <br /> SITE SPECIFIC CONDITIONS <br /> 31. Local land use consists of vineyards and agricultural operations including confined animal <br /> facilities. The topography of the surrounding area is level. The prevailing wind direction is from <br /> the northwest to the southeast. Groundwater quality may be impacted from the previous land use <br /> activities. 11 <br /> 32. The wastewater ponds are located outside the 100 year flood zone, however the Iand application <br /> area is partially located within the 100 year flood zone. <br /> 33. Surf cial soils are described as consisting of sandy silt to a depth of approximately 9 feet below <br /> ground surface fogs) and silty sand to an investigated depth of 15 feet bgs. <br /> 34. The mean annual rainfall is 17.2 inches,while the 100-year return annual total is 32.7 inches. <br /> h <br /> 35. Surface water drainage in the area of the site is to the Mokelumne River. The facility is within the <br /> Lower Mokelumne Hydrologic Area (No. 531.20), as depicted on interagency hydrologic maps <br /> prepared by the Department of Water Resources in August 1986. <br /> BASIN PLAN,BENEFICIAL USES, AND REGULATORY CONSIDERATIONS <br /> 36. The Water Quality Control Plan for the Sacramento River and San Joaquin River Basins, Fourth <br /> Edition (hereafter Basin Plan) designates beneficial uses, establishes water quality objectives, <br /> contains implementation plans and policies for protecting waters of the basin, and incorporates by <br /> reference plans and policies adopted by the State Water Resources Control Board. These <br /> requirements implement the Basin Plan. <br /> 37. The beneficial uses of the Mokelumne River are agricultural irrigation and agricultural stock <br /> watering, contact recreation, canoeing and rafting recreation, other non-contact recreation, warm <br /> freshwater habitat, cold freshwater habitat, warm water migration, cold water migration,warm <br /> water spawning, cold water spawning, and wildlife habitat. <br /> 38. The beneficial uses of underlying groundwater are municipal and domestic water supply, <br /> agricultural supply, industrial service supply, and industrial process supply. <br />
