i <br /> b. APPROVED USE: This approval is for a wine processing facility in six phases <br /> over a seven year period as shown on the Plan submitted May 15, 1998. <br /> C. BUSINESS LICENSE: The applicant shall secure an approved Business <br /> License prior to the initiation of the use. The Business License may be applied <br /> for concurrently with the building permit application. (Section 7-1000 of the <br /> County Ordinance Code) <br /> d. STORM DRAINAGE: Stormwater drainage shall be retained on-site. The <br /> drainage pattern and corresponding storm drain improvements shall be shown <br /> on the Site Plan. Drainage calculations prepared by a registered civil engineer <br /> or architect shall be included. As an alternative, terminal drainage may be <br /> utilized. <br /> e. PHASING: Phasing is approved for a period of seven years. All required <br /> building permit applications for the approved uses shall be submitted within <br /> seven years of the effective date of approval for this application. <br /> f. PARKING: Off-street parking shall be provided and comply with the following: <br /> 1. All parking spaces, driveways, and maneuvering areas shall be surfaced <br /> and permanently maintained with base material of appropriate depth and <br /> (asphalt concrete) or Portland cement concrete to provide a durable, dust <br /> free surface. Bumper guards shall be provided when necessary to protect <br /> adjacent structures or properties. (Development Title Section 9-1015.5) <br /> 2. A minimum of 35 automobile parking spaces shall be provided, including 1 <br /> accessible space. (Development Title Section 9-1015.3) <br /> 3. One bicycle parking rack or storage device is required for every 20 parking <br /> spaces. (Development Title Section 9-1015.7) <br /> g. LIGHTING: Lighting shall be provided and comply with the following: <br /> 1. If the parking area is to be used at night, parking lot and 'security lighting <br /> shall be installed. (Development Title Section 9-1015.5(g]) <br /> 2. Any lighting shall be designed to confine direct rays to the premises. No <br /> spillover beyond the property lines shall be permitted except onto public <br /> thoroughfares, provided, however, that such light shall not cause a hazard to <br /> motorists. (Development Title Section 9-1015.5[g][4]) <br /> h. LANDSCAPING: Landscaping shall be provided and comply with the following: <br /> 1. All areas not used for building, parking, driveways, walkways, approved <br /> outdoor storage areas, or other permanent facilities shall be landscaped. <br />
